国家需求:
       京津渤地区是我国政治、经济和文化中心,也是京津冀都市圈的核心区域,具有举足轻重的战略地位。但该地区,水资源严重短缺,京津两超大城市在狭窄区域内共存,并直接面临内陆海域,制约区域环境承载容量。随着区域社会经济的快速发展,环境质量持续恶化:成为世界上大气污染最严重地区之一;90%以上河流污染,水质风险严重;长期污灌等过程导致农田土壤中多环芳烃等污染物积累,严重影响农产品安全;由于陆源污染影响和不适当开发,渤海近海的主要经济生物资源濒临枯竭。该地区日益严重的生态环境问题已成为国家实施京津都市圈发展战略的重要瓶颈,也为我国本领域的科技发展提出了具有挑战性的迫切需求。
关键科学问题:
       以区域复合污染的形成过程-转移转化-生态响应-控制修复为主线,深入研究:1) 非均相体系复合污染的动力学过程;2)复合污染的生态毒理效应;3)区域复合污染控制与生态修复原理。
预期目标:
       为深入认识和全面解决京津渤地区的重大环境问题,保障区域生态环境安全提供理论和方法,为全面提升我国环境科技水平做出贡献。五年内完成:1)阐明该地区主要污染物的环境暴露及其复合污染过程,揭示复合污染的生态与健康效应,探明陆源污染对近海环境及主要经济生物资源的影响。2)创建区域复合污染控制与生态修复的原理和模式,提出区域环境风险管理的科学对策。3)促进我国环境科学与其它相关学科的交叉融合,建立3-5个区域环境综合研究的新平台。4)向国家有关决策部门提供决策咨询10项,在国内外核心刊物发表论文320篇,其中SCI收录论文140篇,申请发明专利15件,撰写专著3部。5)造就10余名在国际本领域较有影响的中青年专家,形成高水平的研究群体。
研究内容:
       区域典型污染物的源解析及其复合污染特征;区域复合污染的多界面过程及多介质传输机制;流域与近海复合污染的生态毒理效应和健康风险;区域复合污染控制途径及生态修复原理;区域生态风险评价、预警方法及调控策略。

Jingjinbo Region (namely Beijing, Tianjin and Bohai Bay area) is the political, economic and cultural center of China, and is also the core area of Jingjinji Metropolitan area, it plays a strategic role in the nation’s development. This regions is characterized with severe water shortage, and the co-existence of two mega cities in a narrow region facing the inland coastal zone, thus its environmental loading capacity is likely to limit its long-term sustainable development. After rapid economic development in the last two decades, it has witnessed a continuous environmental deterioration. It has become one of the regions in the world with the most severe air pollution, and over 90% of the river systems have been polluted with severe health and ecological risks. Long-term sewage irrigation and other human activities have lead to soil pollution with PAHs and metals leading to food safety issues. Contaminants derived from land are also causing the degradation of biological resources of the coastal zone. In summary, increasing environmental problems in the regions has become a critical bottleneck for long-term prosperity of the region, it also calls urgent demands for the advancements of environmental science and technology to meet the needs of national sustainable development.

Key scientific problems
Centered in the issue of the formation of combined pollution-pollutant transformation and translocation-ecological responses-control and remediation, the project will focus on the following research themes: 1) Kinetics of pollutants in heterogeneous systems; 2) eco-toxicological effect of combined pollution; 3) Control and remediation of contaminated environments with mixture pollution.

Expected outcomes
In order to solve the environmental problems of this region, to provide knowledge and methodologies for safeguarding the regional ecosystem stability and environmental quality, and to contribute to the development of environmental science and technology in China, the project aims: 1) to elucidate exposure pathways of key pollutants and processes leading to the formation of combined pollution, to demonstrate the ecological and health impacts of combined pollution, to reveal the impacts of land-derived pollutants on coastal zone environmental and marine biological resources; 2) to develop principles and models of pollution control and remediation for the region and to devise strategies of risk abatement and management; 3) to promote cross-disciplinary collaboration, and to establish 3-5 integrative environmental research clusters in the region; 4) to provide at least 10 policy advises to various governmental agencies, to publish 320 paper (among which 120 to be published in international journals), to file 15 patens and to publish 3 books on the topic; 5) to foster tens of younger scientists with international reputation, and to encourage the development of research groups with high academic achievements.

Research contents
The project will focus: Source identification and characteristics of combined pollution of key pollutants in the regions; multiple-phase transfer and transformation of pollutants; Eco-toxicological and health impacts of combined pollution in river basins and coastal zones; Control techniques and principles of eco-remediation of contaminated environments; ecological risk assessment, prediction and mitigation strategies.

7)Ecological risk assessment, prediction and mitigation strategies of combined pollution of the region
